Japanese Gardens Durban North

I am an avid gardener and hasn't been to the Japanes gardens for many years.  I went there in September 2010 school holidays and was disgusted with the rubbish lying around, liquor bottles, graffitti unkept gardens, dirty ponds broken statues even the meditation garden is heartbroken to look at.

Rather charge an entrance fee and look after places like this.

I would love to know who the custodions are of the Japanese gardens.
