Goa as well as Panjim, its capital city, are both safe places for tourists, however with the recent news of tourists being attacked at beaches, it would be advised not to venture out alone at the beach and traveling in groups is generally ideal.
If one is alone it would be safer to visit a crowded beach during the day and not to befriend any strangers. Just as in any modern city one needs to be careful of strangers who might befriend you to rob you of your valuables, so it is advised to take commonsense precautions.
During the monsoons, one needs to be careful about venturing out alone in the sea as high tides can come in unexpectedly on the beach. It would be best not to swim during bad weather as well as indulge in any water sport activities.
Be aware of the local shop vendors who might seek an opportunity to overcharge visitors taking advantage of their lack of knowledge about the prices.
