Cabs are commonly available in Penang. It uses a meter for transport charges, but most do not go by the meter readings so it would be best to consent on a fixed fare before boarding.
Buses operate on the major routes around the city with two main terminals - one in front of the Komtar Shopping Centre in Georgetown and the other at Weld Quay. Buses have machines that accept coins to pay the transportation charge.
The three-wheeled trishaw are an excellent means for touring the city. It allows you to stop and shop for souvenirs wherever you wish to. Since there are no meters you should fix a price before boarding. Renting your own car is also a convenient option for getting around in the city.
