The foremost tunnels were constructed under the Dover Castle in the middle ages to provide a protected line of communication for the soldiers holding the northern outworks. The tunnel was also made to allow the garrison to gather secretly before a sudden attack. These tunnels were capable of holding up to 2,000 troops. There has been various expansions since by the Government at that stage.
