Altoona city is situated in Blair County in Pennsylvania. It is the principal city of the Altoona, PA MSA (Metropolitan Statistical Areas). It is located in the Allegheny Mountains. Altoona was a major railroad town and was founded in 1849 by the Pennsylvania Railroad. It was incorporated in 1854 as a borough and as a city in 1867 and in 1868 under legislation approval. The word “Altoona” is a derivative of the Latin word, “Altus” which means high.

The population as per the 2000 census was 47,176 people. By 2009, the population of the town is 46, 485 people.
